Winners for a craziest costume contest receive their awards at a BPOE convention held in Twin Falls. Mr. and Mrs. Charles Engalls of Boise, winners of the best dressed couple award, are dressed in Spanish clothing, and Charles Engalls wears a large sombrero. Beside them are the winners of the best dressed individual awards, Mrs. Arthur Swanson, dressed in a fancy ruffled dress, and Frank Hike, dressed in a checkered coat with a bow tie and bowler hat. A man in a pointed hat and a group of people stand behind them on the stage. A large banner hanging over the stage reads "No Siesta All Fiesta, Twin Falls, June 1965" and "You're welcomed to the state convention." A podium on stage reads "Twin Falls Lodge B.P.O.E. No 1182" around the Elks Club seal.
